THINKING
ABOUT GETTING YOUR
CONCEALED HANDGUN LICENSE
(CHL)?

We once again have Instructors to teach the classes for
Concealed Handgun
License (CHL) qualification and concealed handgun license renewal. Check this page frequently for new class dates and times.
Classes are held typically on Saturday's about
once a month. Other days will be scheduled as the need arises and as requested. But you must schedule
in advance by contacting the individuals involved as
indicated below before showing up at the class session. All class fees to
participate in these classes must be paid at the class prior to instruction and are non-refundable.

If you are interested in
attending any of these upcoming classes, as either a new student or
for a renewal, please register through the club’s web site. Payment
will be collected at the beginning of the class.
The lecture portion of all
classes will be conducted at Richard’s Cajun Restaurant at East I-10
and Garth Rd. in Baytown. We will then travel the short distance to
the club’s gun range just north of Baytown and east of Crosby.
For a group ( such as
Churches or clubs ) with a group of 10 or more participating, arrangements can
be made for us to come to your facility for the classroom portion of class.
If you’re a member of the club
please remember our CHL classes and refer them to friends, family and
neighbors. This activity helps you and your club and provides an
excellent method for the club to interact with our community and
surrounding areas.

CHL CLASSES REQUIREMENTS
- You must be 21 years of age and a resident of Texas.
- You may NEVER have been convicted of a felony, and you may NOT
have been convicted of a Class A or B misdemeanor within the last 5
years.
You may NOT have been found by a court of law to be in default on
any state or city taxes.
- You may NOT have been found by a court of law to be in default
on child support.
- You may NOT be currently under a court protective order or
subject to a restraining order affecting the spousal relationship,
other than a restraining order solely affecting property interest.
- You cannot have been convicted twice within the last 10 years
for any Class B misdemeanor, or greater, involving the use of
alcohol or a controlled substance.
CHL CLASSES HIGHLIGHTS
- Monthly CHL classes are offered through the BASC Club.
- Passport Photo & Notary service on paperwork is included.
- Fingerprints are not provided and students will need to get that
done elsewhere. The instructor will provide details on how to do
this.
- Handgun proficiency test is administered
- Classes only last 1 day and they are FUN ! !
- New CHL License Rates: $100.00 for BASC Club Members or their immediate family
(Spouse, Children, Siblings, or Parents) or $120.00
for Non-Members
- Renewal License Rates: $80.00 for BASC Club Members or their immediate family
(Spouse, Children, Siblings, or Parents)
or $100.00
for Non-Members
- Some classes may be held at a Restaurant and a meal would be
required to be purchased on these occasions by the students.
Other classes are scheduled at a meeting facility and students need
to bring their lunch or leave to purchase lunch at a nearby
restaurant.
- Our classes include everything needed except Fingerprinting.
Baytown Police Department offers this service for $3 every Friday
between 1PM and 4PM. No appointment necessary. Other
options are listed below.

Class Reservations and Payment:

How do I make reservations for a
class? - Decide which class meets your
schedule and complete and send the registration form. The link to that
form is on this page. Someone will contact you to confirm current
space in the date selected.

Is my space reserved after that
contact? - No, reservations will only be confirmed after payment is
received.

What to Bring to Classes:
-
What do I need to bring to class?
- Everyone must bring a handgun that is in good working order in a
minimum caliber of .32 caliber. All handguns are to remain secured in
the students car until the shooting portion at the range where students will
testing on the shooting skills at 3 Yards, 9 Yards and 15 Yards. Handguns
are not available to borrow for this class. Also each
person needs to bring at least 50 rounds of ammo and we strongly recommend
everyone bring 100 rounds in the event any part of the shooting proficiency
must be repeated. Everyone must have hearing and eye protection.

What should I wear?
- The classroom will be a air conditioned room and a light jacket or
sweater may be needed. Clothing should also be selected to protect
exposed areas of your body from hot flying brass.
What is included in Classes:

What does class include?
- We provide an instructor for the class and the required
instructional materials. Instructor will provide photos and notary
services. Shooting Proficiency will be done at the BASC Range.
After leaving class everything will be ready to send after you are
fingerprinted at one of various places that provide this service.

When do I take the shooting
proficiency test? - Immediately after the classroom session, the
shooting section will be done at the BASC Range. Each person needs to
have the necessary experience shooting the gun before they attend this
class.

Everything provided except fingerprinting services and the money the State
of Texas
requires to register your license.

Safety Considerations:

Are handguns permitted in the
classroom? - No, handguns can not be brought into the classroom.
Guns are to remain secured in the student's vehicle until the shooting part
of the class is conducted. Handguns will be handled only while students and instructor are at the
range. Instructor will utilize plastic gun replicas for any
demonstration at the class.

What is the minimum age to be
licensed? - Participants must be at least 21 years old to have a CHL
License and participate in these classes.

What is the state's CHL
Requirements - You must be 21 years of age - You may NEVER have been

Handguns:

Which type of handgun should I use
to take to my CHL class? - Is is recommended that individuals take their
CHL License shooting proficiency test with a semi-automatic handgun instead
of a revolver. If you take this test with a revolver your license will
indicate a restriction for you to carry a revolver only. If you take a
semi-automatic weapon for this test, you are permitted to carry either a
semi-automatic or a revolver.

Are handguns available at the
class for students use? - No, students must bring their own handgun
or make other arrangements for the shooting proficiency portion of class.
What is needed after the class:

What do I need to do after the
completing the class? - Your will need to have fingerprints
done either before the class or after the class. After fingerprints
are done the paperwork provided at the class license will expire in 5 years
after your initial issue date on your next birthday.

What is the states cost for CHL
Licenses and CHL License Renewals? Licenses are $140 (over 60
years old = $70) and Renewals are $70 (over 60 years = $35).

How long does it take to get your
license back from the state? It depends on the volume at that
particular time - supposed to be 4 to 6 weeks.
License Renewal:

When will my license expire?
- Your license will expire in 5 years after your initial issue date on your
next birthday.

How soon can I renew my CHL License
prior to its expiration? The state will send a note about 6
months before the license is due to expire. You can attend a renewal
class and send your paperwork in at anytime during this 6 month alert
period.

Does the state require new
fingerprints and photos on renewal? - NO. Revision posted 04/15/10-As of May 10, 2010 applicants renewing
their Concealed Handgun License will no longer be required to submit
fingerprints or photos, as part of the renewal process.
Misc Licensing Questions:
-
If I already took class but did not
send in my paperwork, how long after the class can these documents be
submitted? - The certificate that the instructor supplies upon
successful completion of class is valid for one year after the class date.
If documents are not submitted to the state within that 1 year period, the
class must be repeated.
After you Have Your License:
-
If I get stopped by the police for
any reason and have my CHL weapon with me, how should I handle this
situation?
- The Texas Department of Public Safety advises, when stopped by law
enforcement show your driver’s license and the CHL. The law say’s, carry
your license when you carry your gun. Law enforcement ASSUMES that if you
have a CHL then you must be carrying, which is not always the case. When
the officer “runs” your license, then he/she will find, via computer, that
you are a CHL holder, they come back to the car with additional questions
and wonder why you didn’t tell them you had a gun. In some cases, law
enforcement believes that you MUST ALWAYS tell them you are carrying or it’s
a violation. But this is not true. This last legislative session the
congress eliminated the punishment for not notifying an officer that you are
carrying. But the requirement still remains to notify. When I’ve
shown both licenses, often times the officer will not even “run” the
driver’s license if everything else is in place, ex: insurance, address,
etc. Tricky situation but I would never not comply with the officers
instructions. And I would always show the CHL when asked for
identification.
